A count leader starts, reviews, and commits the count. They can invite others to join the count once it's been started.  They are responsible for partitioning the count area and assigning counters to each section.

They also ensure that each counter has completed their portion before the count is committed.

Once each counter has submitted their counts, the count leader reviews their counts.

After the review is complete, the count leader finishes and commits the count.
